So we end the 5 books of Moses (traditionally ascribed to him), called the Torah of the Jewish bible (Talmud). Judges kicks off now...the authorship is uncertain but generally ascribed to Samuel. There are other scholarly opinions.
Anyway. here the story continues. Joshua eventually passes away and leaves the mantle to Caleb. YHWH raises 'Judges' fro among the Israelites to 'lead' them. At this moment, there is no real unity between the tribes and they exist as a loose coalition of tribes.
The Israelites begin to stray and forget the covenant, and YHWH is clearly unhappy.
2:20 Therefore the LORD was very angry with Israel and said, "Because this nation has violated the covenant that I laid down for their forefathers and has not listened to me, 21 I will no longer drive out before them any of the nations Joshua left when he died. 22 I will use them to test Israel and see whether they will keep the way of the LORD and walk in it as their forefathers did." 23 The LORD had allowed those nations to remain; he did not drive them out at once by giving them into the hands of Joshua.
